•"I don't have a Residence Card yet." "I don't have a Japanese bank account." You can still get a Japanese phone number. We fully explain the pros, cons, and application process of "Mobal," the #1 choice for foreigners before arriving in Japan.
Great for LINE / WhatsApp sharing
"I want to use my smartphone as soon as I land in Japan, but my Residence Card hasn't arrived yet..."
"I can't sign up with major carriers because I don't have a Japanese bank account..."
For foreigners facing these dilemmas, the UK-based mobile service Mobal is a lifesaver.
In this article, we provide a fair review of why Mobal continues to be the top choice for "foreigners just arriving in Japan," the "secret to signing up without a Residence Card," and the downsides you need to be aware of.
Q: Can I get a Mobal SIM before arriving in Japan?
A: Yes. Mobal ships internationally and allows sign-up with just a passport — no Residence Card or Japanese address needed. You can order before departure and receive it at your home country address or a Japan hotel.
Q: Does Mobal require a Japanese bank account?
A: No. Mobal accepts international Visa, Mastercard, and Amex. This makes it one of the few SIM options available on your very first day in Japan.
Q: What network does Mobal use in Japan?
A: Mobal roams on Docomo and Softbank networks, providing coverage comparable to the major carriers. Coverage is strong in cities and tourist areas, though data speeds may be throttled during peak periods.
Q: Does Mobal provide a real 080/090 number for bank and PayPay registration?
A: Yes. Mobal issues a real 080 or 090 Japanese number that passes SMS verification at Yucho Bank, SBI Shinsei, PayPay, and LINE — all of which reject VoIP 050 numbers.
Q: Should I choose Mobal or GTN Mobile as my first SIM?
A: Choose Mobal if you need a SIM before arriving or prefer to pay by overseas credit card. Choose GTN Mobile if you're already in Japan and want to pay cash at a convenience store, or want to bundle with GTN's credit card and housing services.

Mobal Japan SIM
Get a Japanese number with just your Passport. Free International Shipping.
Mobal is a UK-based telecommunications company that has been providing SIM cards to travelers and expats worldwide for many years. It has unique features that differ from typical Japanese mobile carriers (Docomo, au, SoftBank).
① No Residence Card Needed! Contract with Just a Passport
This is the biggest benefit. Usually, a "Residence Card" is mandatory to sign up for a SIM with voice calls in Japan. However, with Mobal, you can sign up with just your Passport and Credit Card.
You can have a phone number even during the period when "Resident Registration is not done yet" or "Waiting for Residence Card issuance."
② Get it Before Arrival! Free International Shipping
Mobal ships SIM cards to many countries around the world for FREE.
If you receive the SIM at home before leaving for Japan and swap it in on the plane, you can use the internet the moment you land at a Japanese airport. No need to wait in long lines at airport counters.
③ "Social Support" & Full English Support
Mobal is known for its "Seibo" charity program. A portion of the profits is used to provide meals for children in Malawi, Africa. By choosing Mobal, you are not just buying a SIM; you are contributing to a good cause.
Of course, the website and customer support are all available in English, and there are no "2-year binding contracts."
2. Price Plans and "Hidden Costs"
Mobal's pricing structure is simple, but it may fluctuate due to exchange rates or plan revisions. Be sure to check the Official Website for the latest information.
Main Plan Structure (As of Nov 2025)
Voice + Data Plan: Comes with a Japanese phone number (070/080/090).
1GB: ¥1,650 / month
5GB: ¥3,190 / month
10GB: ¥3,630 / month
30GB: ¥4,378 / month
Voice Lite (Calls Main): ¥990/month. Data is free up to 500MB, but be careful as it becomes expensive if exceeded.
"Hidden Costs" You Should Know
Please note the following points before signing up.
Call Charges: It is not "Unlimited Calls." Domestic calls are pay-as-you-go (approx. ¥44/min).
Initial Cost: A one-time SIM card issuance fee of ¥3,300 (Physical SIM) or ¥3,960 (eSIM) applies.
International Calls/SMS: Outgoing calls to overseas can be expensive. We recommend using WhatsApp or Messenger.
3. Steps from Application to Activation
Applying for Mobal is very easy and can be done entirely online.
Step 1: Select Plan on Official Site
Access the Mobal Official Site and choose a plan based on your stay duration and data needs.
Step 2: Choose Delivery Method
International Shipping: If it's more than a week before departure, ship to your home overseas (Recommended). Shipping is FREE.
Japan Pickup: Pick up at Japanese airports (Narita, Haneda, Kansai, Chubu, Fukuoka, etc.) or counters in major cities. Pickup fee is FREE.
Step 3: ID Verification and Payment
Enter your passport information and pay with a credit card (Overseas issued cards OK).
Step 4: Activation
Once you receive the SIM card, insert it into your smartphone and configure the APN settings (internet connection settings). The manual is written in English, so don't worry.
4. IMPORTANT: ID Verification Rules
There are conditions for "No Residence Card Needed." The required documents differ depending on the receiving method, so please check the diagram below.
Airport/Counter Pickup:Passport ONLY is OK. No Residence Card needed.
International Shipping: Your country's ID (Passport or Driver's License) + Address Proof. Japanese Residence Card is NOT needed.
Domestic Delivery (Japan):Residence Card (or My Number Card/License) is MANDATORY.
⚠️ WARNING: If you do not have a Residence Card yet, you MUST choose "Airport Pickup" or "International Shipping." If you choose delivery to a hotel or friend's house in Japan, you will be asked to submit a Residence Card and will be stuck.
5. User Reviews: What People Say
Here are some real voices from users who chose Mobal.
User Review★★★★★5/5
US Traveler (Short-term Stay)
I picked up my SIM at Narita Airport. It was super easy because I didn't have my Residence Card yet. The staff spoke perfect English. Highly recommended for anyone just landing in Japan.

User Review★★★★☆4/5
Student from UK
The English support is amazing. They helped me set up my APN quickly. The only downside is that the data plans are a bit more expensive than local Japanese SIMs (like LINEMO), but considering I didn't have a bank account, Mobal was my only choice.

6. Summary: Start Your Japan Life Smoothly
The first hurdle of a new life in Japan is "Securing Communication."
Whether opening a bank account, renting a room, or applying for a part-time job, a "Japanese Phone Number" is always required.
Mobal is the easiest and most reliable way to get that "first number."
The smart strategy for foreigners is to first set up your life foundation with Mobal, and then switch to other budget SIMs later if necessary once your life is settled.
