Quick answer (30 seconds): A Certificate of Eligibility (COE, officially zairyu shikaku nintei shomeisho, 在留資格認定証明書) is a document the Immigration Services Agency (ISA) issues before you travel, confirming that your planned activity in Japan — work, study, joining a spouse, and similar purposes — matches an eligible status of residence. A sponsor in Japan (your employer, school, or spouse) usually files the application on your behalf; standard processing is about 1 to 3 months. Once issued, you or your sponsor sends the COE to you, you take it to a Japanese embassy or consulate to get your visa stamped, and you present both at the airport to enter. The COE is valid for only 3 months, so timing matters. It does not guarantee a visa or entry — both are decided separately.
What a Certificate of Eligibility actually is
Japan's immigration system runs on two separate checks, and the COE exists to speed the second one up. Before you can legally live, work, or study in Japan for more than a short visit, ISA needs to confirm that (1) your planned activity — work at a specific company, study at a specific school, living with a Japanese spouse — fits a recognized status of residence, and (2) you meet the landing conditions.
Rather than making every applicant wait for that full check at the port of entry, ISA lets a sponsor in Japan front-load the paperwork and file for pre-clearance while you are still abroad. If ISA agrees your case fits, it issues the Certificate of Eligibility, and a Japanese embassy's visa review becomes much simpler and faster — largely confirming what ISA already checked, not starting from zero. This is why ISA describes the COE system as existing to make visa issuance and landing examinations "prompt and efficient."
The COE system applies to most long-stay purposes — work, study, cultural activities, joining family, long-term residence, and similar categories. It does not apply to short-term stay (tourism) or to permanent residency applications, which follow different procedures.
COE vs visa: what is the actual difference
This is the most common point of confusion for first-time applicants: the COE and the visa are two different documents, issued by two different authorities, at two different stages.

Guarantees entry?
No — confirms eligibility only
No — final landing permission is decided by an immigration officer at the port of entry
In short: the COE gets you a fast visa; the visa gets you on the plane; the immigration officer at the airport makes the final call.
Who applies for your COE: the sponsor system
Most COE applicants never set foot in a Japanese immigration bureau themselves, because the applicant is usually still overseas when the application is filed. Instead, ISA allows a proxy application on the applicant's behalf:
Work visas — a staff member of the hiring company, or an immigration specialist (gyoseishoshi) it retains.
Student visas — an administrator at the accepting school, university, or language school.
Spouse or dependent visas — your Japanese spouse, or the family member already in Japan who is sponsoring you.
Business Manager status — usually the applicant's own representative, since the "sponsor" is effectively the new company itself.
If you are already inside Japan on another status and changing categories, a wider set of representatives is allowed, including your legal guardian or a registered proxy. In every case, the application must be filed in person at the regional immigration bureau covering the applicant's intended residence or the sponsoring organization's location — ISA does not accept postal applications, though its online system is available for eligible applicants. There is no government fee.
The COE-to-landing timeline
Sponsor gathers documents in Japan — usually the slowest step, since employers, schools, and spouses each need different paperwork.
Sponsor files the COE application at the regional immigration bureau (or online).
ISA reviews the case — the 1–3 month window.
COE is issued and sent to the sponsor (or delivered electronically — see below), who forwards it abroad.
Applicant applies for the visa at a Japanese embassy or consulate, presenting the COE, passport, photo, and application form.
Visa is issued, usually far faster than the COE step since eligibility is already confirmed.
Applicant travels to Japan within the COE's validity window, presenting COE, visa, and passport at the port of entry.
Landing examination — an immigration officer makes the final call and issues a residence card (zairyu card) on arrival for most long-term statuses.
Because step 3 alone can take up to three months, applicants relocating for work or school should start the sponsor's paperwork well before their intended move-in date.
How long does COE processing actually take in 2026
ISA's own published guidance states the standard processing period is "1 to 3 months" — a range, not a fixed number, because it depends on the status of residence, how complete the application is, and how busy the reviewing bureau is. ISA does not publish a single guaranteed number per status, so third-party estimates that quote specific week ranges by visa category should be treated as unofficial. Applications with clean documentation through a well-established sponsor tend to land toward the lower end; new sponsoring organizations, unusual employment arrangements, or incomplete document sets add time. Volume also rises ahead of Japan's April and October school/hiring cycles, which can slow busy bureaus further.
Because ISA states a range rather than a fixed date, build in a buffer: if you need to be in Japan by a specific date, aim to have your sponsor file the COE application at least 3–4 months ahead.
Electronic COE: what changed and what it means for you
Since March 17, 2023, ISA has offered an electronic COE (e-COE) — instead of mailing a physical certificate overseas, ISA can deliver it by email. Select email delivery through ISA's online system (or pre-register as a window applicant), and ISA sends the certificate as an email you complete via a registration link. You can then present the email on your smartphone to a Japanese embassy for your visa, and again at the port of entry during landing.
This removes the mailing delay and cost that used to add days or weeks for applicants far from Japan. A printed copy remains acceptable too — e-COE is an option, not a requirement.
COE validity: the 3-month clock you cannot pause
Once issued, a COE is valid for 3 months from its issue date. You must complete your visa application and enter Japan — not just apply for the visa — within that window, or the certificate stops being valid and cannot simply be extended. If your travel plans slip past 3 months (a common problem when job start dates or school terms get pushed back), your sponsor generally needs to re-apply for a new COE, restarting the clock.
Two practical implications: don't apply too early — if your sponsor has flexibility on timing, aim so the 3-month window comfortably covers your planned travel date; and a lost COE cannot be reissued as a duplicate — the standard path is a fresh application, one more reason the e-COE's email option is useful.
If your COE is not issued
A COE can be refused even when your intended activity clearly fits a valid status of residence, if ISA finds you fall under a general ground for denial of landing, or some other condition is not met. ISA does not publish an exhaustive list of every reason for non-issuance, and bureaus generally don't give a detailed written explanation. Your sponsor can typically re-apply, ideally after fixing whatever gap likely caused it (often incomplete documentation or an inconsistency in the application). For anything beyond a paperwork fix — prior immigration violations, criminal history, or a complicated employment/marriage history — consult a licensed immigration specialist (gyoseishoshi or bengoshi) first.
Remember too that a COE is not a final guarantee: circumstances can change before entry (a job offer withdrawn, for example), and a visa or landing permission can still be refused afterward, since these are separate decisions made by different authorities.
Visa-exempt nationality? You still need a COE for work or study
Japan has visa-exemption arrangements with a number of countries, but those only cover short stays — generally up to 90 days — without income-earning activity, such as tourism. If your purpose is work, study, or joining family long-term, the exemption does not apply, regardless of your passport. You need both a COE and a visa through the normal process, exactly like applicants from countries with no exemption arrangement. Confirm your specific case with the embassy covering your country, since exemption terms are set bilaterally and can differ by nationality.
After you land: what to do next
Getting through the landing examination is the milestone, not the finish line. On arrival at most major airports, long-term residents receive a residence card (zairyu card) on the spot — carry your passport and COE printout or email until it's issued, since you may be asked to show them together. From there, priorities shift to the setup covered in this site's first week in Japan checklist and the fuller life-startup complete checklist — city registration, a bank account, a phone plan, and housing paperwork follow in a specific order.
If you're arriving on a work visa, the IT engineer jobs in Japan guide covers what typically happens between a job offer and your sponsor's COE filing. Switching from a student visa after graduation? See the student-to-work visa transition guide — the COE step works differently for an in-Japan status change. Spouses and family should check the spouse visa guide and dependent family visa guide for sponsor-specific documents. For your first 30 days, sort connectivity early with the eSIM vs pocket WiFi vs SIM comparison — you'll need to be reachable for city-hall and bank appointments almost immediately. Keep your residence card on you at all times; see the residence card guide for the rules and penalties involved.
Frequently Asked Questions
What is a Certificate of Eligibility in simple terms?
A document ISA issues before you travel, confirming your planned work, study, or family activity in Japan matches a valid status of residence. It is not a visa — it's the step that makes getting your visa faster.
How long does a COE take in 2026?
ISA's standard published range is 1 to 3 months. Clean applications through established sponsors tend toward the shorter end; new sponsors, incomplete paperwork, and seasonal peaks around April and October push it longer. Build in a buffer.
Is a COE the same as a visa?
No. The COE is issued in Japan by ISA and confirms eligibility; the visa is issued abroad by a Japanese embassy or consulate under MOFA and is what lets you travel. You need the COE first, then apply for the visa with it.
Can I apply for my own COE if I'm still overseas?
Usually someone in Japan — your employer, school, or spouse — files as the sponsor, since the application must be filed in person at a Japanese immigration bureau. Changing status from inside Japan allows a wider group of representatives, including a registered proxy.
What is electronic COE (e-COE) and do I have to use it?
Since March 2023, ISA can deliver the COE by email instead of mailing a paper original, and you can present that email on your smartphone at the embassy and at the port of entry. It's optional — a printed copy still works.
How long is a COE valid once issued?
3 months from the issue date. You must apply for your visa and enter Japan within that window; a delay past 3 months generally means your sponsor must file a new COE rather than extend the old one.
Does having a COE guarantee I can enter Japan?
No. The COE confirms eligibility only. Visa issuance is a separate MOFA decision, and final landing permission is decided by an immigration officer at the port of entry, who can still refuse entry if circumstances changed.
I'm from a visa-exempt country — do I still need a COE?
Yes, if your purpose is work, study, or joining family long-term. Exemption arrangements only cover short stays, generally up to 90 days, without income-earning activity. Long-term purposes always require a COE and visa, regardless of nationality.
