Japanese Public Schools: What Foreign Residents Need to Know
Is My Child Eligible?
Yes. Children of foreign residents registered in Japan are entitled to attend local public schools (小学校 for elementary, 中学校 for junior high) at no cost. This is a legal right, not optional.
High school (高校) is not compulsory in Japan. Foreign residents can apply to public high schools, but the process varies by prefecture and typically requires passing entrance examinations in Japanese.
What Are the Actual Costs?
Public school is free for the compulsory education period (ages 6–15). Families do pay for:
Item
Approximate Annual Cost
School lunch (kyushoku)
¥50,000–¥70,000
Stationery, workbooks, materials
¥20,000–¥50,000
Class trips and activities
¥30,000–¥100,000
After-school club activities
¥10,000–¥30,000
Juku (cram school — optional but common)
¥200,000–¥600,000
Total cost at a Japanese public school: ¥110,000–¥850,000 per year (higher if juku is included).
Language: The Central Challenge
Public school instruction is entirely in Japanese. For children who arrive in Japan without Japanese ability:
Many schools provide some JSL (Japanese as a Second Language) pullout support, but this varies significantly by school and municipality
In Tokyo's 23 wards and major cities, schools with significant foreign student populations often have more support infrastructure
Children who arrive young (under age 8–9) typically acquire conversational Japanese within 12–18 months; academic Japanese takes longer
Children arriving at middle school age face a harder transition
Some municipalities provide international student coordinators or interpretation services for initial enrollment, but daily classroom instruction is not translated.
Side-by-Side: Total 12-Year Cost Estimate
Assumptions: one child, ages 6–18, Tokyo, mid-range scenario
Pathway
Annual Cost (Avg)
Total 12-Year Cost
International school
¥2,800,000

Public school (with juku)
¥500,000
¥6,000,000
Public school (no juku)
¥200,000
¥2,400,000
The lifetime cost difference between international school and public school is ¥27,000,000–¥31,000,000 per child.
The Real Trade-offs
When International School Makes Sense
You are on assignment in Japan and plan to leave within 3–7 years — continuity of curriculum matters
Your company provides an education allowance (common for corporate expat packages)
Your child is older (10+) and Japanese language acquisition would be a major barrier
You want your child to follow a pathway toward universities outside Japan (IB, A-levels, American AP)
Your child has already established in an international curriculum and disruption would be significant
When Japanese Public School Makes Sense
You plan to live in Japan long-term (PR or permanent settlement path)
Your child is young (under age 8) — language acquisition is faster, social integration is more natural
Budget is a primary constraint — the cost difference is substantial
You want your child to be genuinely integrated into Japanese society and culture
You value the Japanese educational experience (discipline, group work, school events, kyushoku culture)
The Middle Ground: Some Options
Japan International School (JIS) and Smaller Alternatives
Several schools offer lower tuition than the flagship institutions (¥800,000–¥1,500,000/year) while still offering English-language instruction. Quality varies, and these schools tend to have smaller communities and fewer extracurricular programs.
National Schools (国立小学校)
A small number of national schools attached to universities offer bilingual or internationally-oriented programs. Admission is competitive and requires examination, but tuition is far lower than private international schools.
CLIP (Children's Learning with International Peers)
Some municipalities run programs that pair foreign children with Japanese peers to support transition into the public system. Ask your ward office about available integration support.
Does Your Company Offer an Education Allowance?
Many large corporations placing employees in Japan include education allowances of ¥1,500,000–¥3,000,000 per child per year. If you are on a corporate expat package, check whether this applies to you before assuming you must pay international school fees out of pocket.
Freelancers, self-employed residents, and employees of Japanese companies rarely receive this benefit.
Frequently Asked Questions
Q: Can my child attend Japanese public school if they speak no Japanese?
Yes. Schools are required to accept registered foreign resident children. The level of language support varies significantly by school. Contact your ward education office (教育委員会) before enrollment to understand what support is available at your assigned school.
Q: Are there good international schools outside Tokyo?
Yes. Osaka, Kobe, Yokohama, Nagoya, and Fukuoka all have international schools. Kobe has a historically strong international community with multiple options. Osaka International School and Kansai areas have several reputable institutions.
Q: What about international schools for preschool age?
Many international schools offer early childhood programs from age 3. These are often the entry point families use before children reach compulsory education age. Fees for early childhood programs are typically lower than for primary/secondary.
Q: If we choose public school and it isn't working, can we switch to international school mid-year?
Yes, but international schools have enrollment windows and capacity limits. Some families use the first year in Japan at a Japanese public school while applying to international schools for the following April.
Q: What about homeschooling?
Japan does not formally recognize homeschooling as a legal alternative to compulsory school attendance for registered residents. This is a complex legal area; families considering this option should consult a lawyer.
