Quick answer (30 seconds): To become a Japanese citizen through naturalization (kika, 帰化), you generally need five-plus years of continuous residence in Japan, to be 18 or older, good conduct, and the ability to support yourself financially — and, critically, you must be stateless or give up your current nationality, since Japan does not allow you to naturalize while keeping another passport. If you're married to a Japanese national, a simplified route can cut the residence requirement to as little as one to three years. The application is free and filed in person at your Legal Affairs Bureau (homukyoku), but there's no official target processing time. This differs from permanent residency (eiju): naturalization makes you Japanese and ends your foreign nationality, while permanent residency keeps your current passport but leaves you a foreign national with a residence card that needs periodic renewal.
Japan gets plenty of English coverage about permanent residency, but almost none about actually becoming Japanese. This guide covers naturalization (kika) specifically: who qualifies, the faster spouse path, what the application involves, the language expectation nobody officially codifies, and — since the two get constantly confused — a full comparison with permanent residency.
What is naturalization (kika) in Japan?
Naturalization is the legal process, governed by the Nationality Act (Kokusekiho, 国籍法), by which a foreign national acquires Japanese nationality. Permission is granted by the Minister of Justice, and applications are processed through the Legal Affairs Bureau (homukyoku, 法務局) network — different from permanent residency (eiju, 永住者), an immigration status you hold while remaining a citizen of your home country. We compare the two directly further down; if permanent residency is what you're actually after, see our permanent residency guide for that path in full.
The six general requirements (Nationality Act Article 5)
Under Article 5 of the Nationality Act, the Minister of Justice may not permit naturalization unless the applicant meets all six of the following:
Continuous domicile in Japan for five years or more.
Age and legal capacity — 18 years of age or older (this condition was lowered from 20 as part of Japan's April 1, 2022 Civil Code reform that lowered the age of adulthood), and also legally an adult under the law of your home country.

If this guide helped but a phrase felt unnatural, your native check can make the next English article clearer for foreign residents in Japan.
Needs review: Approval, visa/tax/legal, availability, and campaign terms are not guaranteed. Confirm on the official or partner page.
Good conduct (soko, 素行) — evaluated through your criminal record, tax/social-insurance payment history, and general behavior as a resident.
Independent livelihood (seikei, 生計) — support yourself through your own assets or skills, or a spouse's/relative's, assessed on a household basis rather than purely individual income.
No dual nationality — you must currently be stateless, or acquiring Japanese nationality must cause you to lose your original one.
Constitutional compliance — since Japan's Constitution took effect, no history of planning or advocating its violent overthrow, or belonging to a group that has.
There is no numbered Japanese-language requirement in Article 5 itself — but in practice, everyday Japanese ability is assessed as part of the required consultation and interview process. More on that below.
The faster route: naturalizing as the spouse of a Japanese national (Article 7)
If you are the foreign spouse of a Japanese national, Article 7 lets the Minister of Justice waive only the residence-length and age/capacity conditions above — conduct, livelihood, no-dual-nationality, and constitutional compliance still apply in full. Two alternative paths qualify; you only need one:
Path A: You have had continuous domicile or residence in Japan for three years or more, and you are currently domiciled in Japan.
Path B:Three years or more have passed since your marriage date, and you have had continuous domicile in Japan for one year or more.
In practice, a spouse married three years with at least a year of continuous Japan residence can potentially apply — well short of the standard five-year rule. If your visa and marriage timeline might line up, see our spouse visa guide and marriage registration guide for the underlying paperwork this route assumes is already in order.
Other simplified categories (Articles 6, 8, and 9)
A few narrower categories, tied to family history rather than marriage, also get relief: Article 6 covers children of a Japanese national (3+ years' domicile), people born in Japan under certain conditions, and people with 10+ years of continuous residence. Article 8 covers children of a Japanese national domiciled in Japan, adopted children (1+ year), former Japanese nationals, and stateless persons born in Japan (3+ years). Article 9 is a rare Diet-approved route for special distinguished service to Japan.
Most working-age applicants fall under the general Article 5 route or the Article 7 spouse route above. If you might fit an Article 6 or 8 category, confirm the exact sub-condition with your Legal Affairs Bureau rather than assuming.
Step-by-step: the naturalization application process
Pre-consultation. Before formally filing, consult the Legal Affairs Bureau (or branch office) with jurisdiction over your address. A caseworker reviews your situation, tells you which documents apply to your case, and gets a first read on your Japanese ability.
Gather documents, including home-country certificates (birth certificate, certificate of nationality, and similar), typically obtained via your embassy or home-country authorities and then translated into Japanese.
Submit the written application in person at the Legal Affairs Bureau. Apply yourself if 15 or older; a parent or legal guardian applies if you're under 15.
Screening. Caseworkers verify documents and may interview you and family members, cross-checking tax, pension, health-insurance, and criminal records. The Ministry of Justice states no standard processing period is published — unlike some visa procedures, there's no official target month count.
Decision and gazette announcement. If approved, your naturalization is announced in the official gazette (kanpo, 官報); your Japanese nationality takes effect from that date.
Post-approval registration. You register the change at your municipal office to create your Japanese family register (koseki, 戸籍) — details below.
Application fee: the Ministry of Justice states there is no fee for the application itself. You'll still cover incidental costs — certificate fees, home-country document costs, translation, and travel for the required pre-consultation and filing.
Documents you'll typically need
The exact list is confirmed case-by-case at your pre-consultation, but commonly includes: the application form and photo; family-relationship documents (birth/marriage certificates from your home country plus your Japanese residence record — see our juminhyo guide); a reasons-for-applying statement; a personal history/resume (rirekisho); a household livelihood outline; a certificate of nationality plus proof of how you'll lose your current one; tax/social-insurance records; and employment or business documentation.
Japanese language ability: what's actually expected
The Nationality Act sets no numeric Japanese-language standard, and the Ministry of Justice publishes no codified test level. In practice, administrative scriveners commonly describe the bar as everyday conversation plus reading/writing hiragana, katakana, and basic kanji — informally compared to a lower-elementary-school level, sometimes loosely referenced against JLPT N4-N3. If a caseworker doubts your ability, you may be asked for a short written exercise. Treat "you need JLPT N3" as practitioner shorthand, not law — the bar is assessed case-by-case.
Dual nationality: the rule that surprises the most applicants
This is the part that trips up the most applicants: condition 5 of Article 5 — stateless, or lose your original nationality — is not waived, even under the Article 7 spouse route, which only waives conditions 1 and 2 (residence length and age/capacity). In almost every real-world case, naturalizing into Japan means giving up your original nationality, depending on your home country's renunciation process.
This differs from people born with two nationalities — say, a child with one Japanese and one foreign parent. Under Article 14, they must choose one nationality by age 20 (if dual status arose before 18) or within two years (if at 18+), via a nationality-selection notice plus an effort to renounce the other (Article 16). Separately, a Japanese national who voluntarily acquires a foreign nationality later automatically loses Japanese nationality (Article 11). Naturalizing into Japan and being born dual-national are two different legal tracks.
Naturalization vs. permanent residency: full comparison
These two are constantly confused, but they solve different problems: naturalization changes what you are (a citizen); permanent residency changes your immigration status.
Naturalization (kika)
Permanent residency (eiju)
What it is
Japanese citizenship
An immigration status; you remain a foreign national
Typical residence required
5 years generally; as little as 1-3 years for the Article 7 spouse route
10 years generally (5 of which on a work or resident status); shorter tracks exist for spouses of Japanese nationals/PR holders and Highly Skilled Professionals — see our permanent residency guide
Your original nationality
Generally must be given up/lost (Article 5-v)
Kept — no change to your existing citizenship
Voting rights
Yes, as a Japanese citizen
No — Japan's 1995 Supreme Court ruling held that constitutional voting rights belong only to Japanese nationals; proposals to grant local voting rights to permanent residents have not become law
Passport
You become eligible for a Japanese passport
You keep your existing foreign passport
Residence card
Not applicable — you're no longer a foreign national, so it stops applying to you
Still required; PR status itself doesn't expire, but the physical residence card must be periodically renewed (the renewal window opens three months before the card's expiration date)
Risk of losing the status
Very limited — revocable in principle only for fraud or false statements in the application
More exposed — losable via a missed card renewal, an extended absence without re-entry permission, certain convictions, or public-duty failures like unpaid tax/pension
A fee applies and has been changing — see our permanent residency guide for the current figure
Loans/mortgages
Nationality is no longer a factor lenders weigh
Often treated similarly to citizens, though some banks apply extra screening for non-Japanese-nationality applicants
Registered name
Must use characters accepted for a family register (approved kanji, hiragana, or katakana)
Stays as shown on your passport and residence card
After naturalization: koseki, your name, and returning your residence card
Once your naturalization is announced in the official gazette, a few follow-up steps apply:
File a naturalization notification at your municipal office — commonly described as due within one month of the gazette announcement, per Family Register Act Article 102-2. This creates your Japanese family register (koseki, 戸籍) for the first time; as a foreign resident you were previously only on the juminhyo (residence record) system — our koseki vs. juminhyo guide explains that distinction, which flips once you naturalize.
Decide your registered name. It must use characters accepted for family-register use — approved kanji, hiragana, or katakana. Some naturalized citizens keep a phonetic rendering of their original name; others adopt a Japanese-style name.
Return your residence card (or special permanent resident certificate) — no longer valid once you're a Japanese national, and current guidance is to return it within 14 days. Our residence card guide covers what that document tracks while you still hold it.
Apply for a Japanese passport separately — naturalization doesn't automatically issue one.
Which path is right for you?
This is general information, not a recommendation for your situation. Married to a Japanese national? Check whether you qualify for the Article 7 spouse route before assuming you need the full five years. Value your current nationality and passport more than voting rights? Permanent residency avoids the give-up-your-nationality requirement entirely — see our permanent residency guide. Either path leans on the same paperwork discipline: a clean tax/pension record, an accurate residence card, and a correct juminhyo filing. Unsure which fits? That's what the mandatory pre-consultation at your Legal Affairs Bureau is for.
Frequently Asked Questions
Can I keep my original passport after naturalizing in Japan?
Generally, no. Article 5's fifth condition — stateless, or losing your original nationality on acquiring Japanese nationality — isn't waived even under the spouse or family-based routes. Confirm your home country's specific renunciation process with a specialist before applying, since the mechanics differ by country.
How long does a naturalization application take in Japan?
The Ministry of Justice publishes no standard processing period. Administrative scriveners commonly describe roughly six months to a year in practice, but document completeness and interview scheduling affect the actual timeline.
Does becoming a Japanese citizen cost money?
The application itself is free, per the Ministry of Justice. You'll still cover incidental costs — certified copies, home-country documents, translation fees, and travel for the required pre-consultation and filing.
Do I need to speak and write Japanese to naturalize?
There's no codified numeric standard in the Nationality Act, but caseworkers assess everyday Japanese reading, writing, and conversation at the pre-consultation and interview, and may give a short written exercise if they have doubts. Practitioners describe the practical bar as roughly a lower-elementary-school reading and writing level — not an officially published test.
What's the real difference between naturalization and permanent residency?
Naturalization makes you a citizen — a Japanese passport, voting rights, but generally giving up your original nationality. Permanent residency keeps your current nationality and passport, but you remain a foreign national with a periodically renewed residence card, and the status can be lost in ways citizenship generally cannot.
Can naturalizing as the spouse of a Japanese national skip the five-year residence requirement?
Yes, potentially. Article 7 waives the residence and age/capacity conditions for spouses who have either three-plus years of residence while currently domiciled in Japan, or three-plus years since their marriage date plus one-plus year of continuous residence. Conduct, livelihood, no-dual-nationality, and constitutional-compliance conditions still apply.
What happens to my residence card after I naturalize?
It's no longer valid once your naturalization takes effect on the official-gazette date, and current guidance is to return it within 14 days. You then file a naturalization notification at your municipal office — commonly described as due within one month of the gazette date — to create your Japanese family register.
Will my children automatically become Japanese if I naturalize?
Not automatically as a side effect of your own naturalization alone. Each family member's nationality is assessed under its own rules, including their own eligibility to naturalize or the standard nationality-at-birth rules for children born after you become Japanese. Confirm your family's situation with the Legal Affairs Bureau.
This article summarizes Japan's Nationality Act (Kokusekiho) and related Ministry of Justice guidance for general informational purposes, not legal or immigration advice. Naturalization decisions are made case-by-case by the Minister of Justice, and requirements, accepted documents, and interview practices can change or vary by Legal Affairs Bureau. Confirm current requirements with your local Legal Affairs Bureau (homukyoku) or a licensed administrative scrivener (gyoseishoshi) before applying.
