Quick answer (30 seconds): Owning a car in Japan costs far more than the purchase price. Between automobile tax, shaken (車検) every 2 years, jibaiseki (自賠責) compulsory insurance, voluntary insurance, and parking, expect roughly ¥150,000–250,000 per year for a kei car and ¥250,000–450,000+ per year for a compact or regular car, before fuel. Tokyo parking alone can add ¥360,000–720,000 a year in central wards, while rural parking can be nearly free — the same car costs wildly different amounts depending on where in Japan you park it.
Why Owning a Car in Japan Costs More Than the Sticker Price
Car ownership in Japan runs on a national system of recurring taxes, a mandatory roadworthiness inspection, and (in most cities) a legal requirement to prove you have a parking space before you can register the vehicle. None of this shows up on the dealership price tag, and shaken, weight tax, and automobile tax are easy for a newcomer to underestimate because they are billed on a different schedule than in most home countries. This guide breaks down exactly what you pay, when, and how much cheaper a kei car (軽自動車) is than a regular passenger car once every line item is added up. If you have not yet bought or insured a car, read the companion guide on buying a used car and getting insured first — this article covers only what happens after you already own one.
The Big Picture: What You Are Actually Paying For
There are six recurring cost categories for any car registered in Japan:
Automobile tax (自動車税) or kei car tax (軽自動車税) — billed annually every May.
Shaken (車検) — mandatory inspection every 2 years (3 years for a new car's first cycle), bundling two national taxes plus mechanical work.
Jibaiseki (自賠責) — compulsory third-party liability insurance, paid as part of shaken but legally required, not optional.
Voluntary insurance (任意保険) — optional but near-universal liability/collision coverage on top of jibaiseki.
Parking — a monthly rented space (月極駐車場) if you lack off-street parking at home.
Shako shomei (車庫証明) — a one-time certificate proving you have a legal place to park, required before registering most cars.
Fuel, tolls, and routine maintenance sit on top of all of this and scale with how much you drive.

Kei Car vs Compact Car vs Regular Car: Annual Cost Comparison
The single biggest lever for keeping ownership costs down in Japan is choosing a kei car (capped at 660cc and specific body dimensions) over a regular passenger car. The table below annualizes every recurring cost for comparison; shaken and jibaiseki are billed every 2 years, so their 2-year totals are halved below, while voluntary insurance and parking are already annual figures.
Cost item (annualized)
Kei car
Compact car (~1,500cc)
Regular car (~2,000cc)
Automobile tax / kei car tax
¥10,800
¥30,500
¥36,000

Voluntary insurance, shaken labor, and parking figures are industry averages and typical shop-price ranges, not government-set rates, and will vary by insurer, grade, prefecture, and shop. Automobile tax, weight tax, and jibaiseki are the government-set line items and the most reliable figures here.
The takeaway: in a major city, parking dominates the total far more than tax or shaken — which is also why so many Tokyo and Osaka residents skip car ownership entirely. In rural Japan, where parking is often free with a rented house, a kei car can genuinely cost under ¥200,000 a year excluding fuel.
Automobile Tax (自動車税) and Kei Car Tax (軽自動車税): What You Owe Every Year
Every registered vehicle owner in Japan receives an automobile tax bill in early May, payable by the end of that month, based on who owned the car as of April 1. Kei cars pay a flat ¥10,800 per year regardless of displacement, rising to ¥12,900 once the vehicle passes 13 years from first registration — an "older vehicle" surcharge meant to nudge owners toward newer, lower-emission cars.
Regular passenger cars registered on or after October 1, 2019 are tiered by total engine displacement:
Engine displacement
Annual tax
Kei car (any displacement)
¥10,800
Up to 1,000cc
¥25,000
1,000cc–1,500cc
¥30,500
1,500cc–2,000cc
¥36,000
2,000cc–2,500cc
¥43,500
2,500cc–3,000cc
¥50,000
3,000cc–3,500cc
¥57,000
3,500cc–4,000cc
¥65,500
4,000cc–4,500cc
¥75,500
4,500cc–6,000cc
¥87,000
Over 6,000cc
¥110,000
Cars registered before October 2019 sit on a slightly older, marginally higher schedule — confirm the exact bracket with the seller before buying a used car; it is printed on the shaken certificate (車検証) under registration date.
Shaken (車検): Japan's Mandatory Inspection Cycle and Cost
Shaken is the most misunderstood cost for new car owners in Japan — it is not just a safety check, but a bundle of two national taxes plus a roadworthiness inspection. Skipping it is illegal: driving on public roads with an expired shaken certificate can mean fines, license points, and an invalidated registration.
How the cycle works
A new car gets its first shaken 3 years after initial registration; every shaken after that is due every 2 years. A used car inherits whatever cycle it is already on — check the expiration date on the shaken certificate (usually in the glovebox) before you buy.
What the legal fees (法定費用) cover
Every shaken includes three unavoidable legal fees, regardless of where you get it done:
Weight tax (自動車重量税) — for a 2-year cycle, a standard-rate kei car under 13 years old pays a flat ¥6,600; a regular car pays ¥8,200 per 0.5 tonne of weight (so a 1.5-tonne car pays roughly ¥24,600).
Jibaiseki/CALI insurance (自賠責保険) — the 24-month premium is currently around ¥17,650 for a regular car and ¥17,540 for a kei car, both scheduled to rise about 6 percent from November 1, 2026.
Inspection stamp/administrative fee (印紙代 and 検査手数料) — a few thousand yen paid to the inspection authority.
On top of these fixed fees, you pay for the actual mechanical inspection and any repairs needed to pass it (整備費用) — the part that varies enormously by where you take the car.
Dealer vs independent shaken shop vs user shaken
Dealer: most expensive, from ¥60,000 (kei) / ¥100,000+ (regular), but genuine parts and manufacturer-trained mechanics.
Independent garage or shaken specialty shop (車検専門店): usually the sweet spot, ¥36,000–109,000 depending on repairs needed.
Auto parts store chain or gas station shaken: competitively priced (¥40,000–140,000), quality varies by location.
User shaken (self-submission, 持込検査): drive to the regional Land Transport Bureau yourself and pay only legal fees plus a small inspection fee. Cheapest by far, but you carry the risk of failing and get no warranty — realistic mainly if you can navigate Japanese-language paperwork.
If your license is a foreign license you converted rather than one earned locally, it is worth revisiting the driving license conversion guide to confirm your license class matches the vehicle before it goes through shaken.
Shako Shomei (車庫証明): Proving You Have a Parking Space
Before you can register most regular passenger cars in Japan, you need a shako shomei (自動車保管場所証明書) — a police certificate proving you have a legal, dedicated place to park, usually within about 2km of your registered address. Filed yourself, the total cost is typically under ¥3,000 (an application fee of roughly ¥2,000–2,300 plus a tag issuance fee of about ¥500–610, varying by prefecture). A dealer or scrivener (行政書士) handling it for you adds ¥5,000–20,000 in agent fees.
If you rent your parking space rather than owning the land, your landlord or parking company also needs to sign a use-consent form (保管場所使用承諾証明書), which can itself cost roughly ¥3,000–25,000 depending on the landlord. Kei cars in most areas only need a simpler notification (保管場所届出) rather than the full certificate, with a correspondingly smaller fee.
Voluntary Insurance (任意保険) and the No-Claim Grade System
Jibaiseki only covers bodily injury to other people, up to low statutory limits — not the other driver's car, your own car, or large settlements above the cap. Almost every owner also carries voluntary insurance (任意保険) for property damage, their own vehicle, and much higher liability limits.
National averages put annual voluntary premiums at roughly ¥73,000–75,000 for a standard car, ¥54,000–55,000 for a compact car, and ¥50,000–51,000 for a kei car — kei cars are cheaper partly due to lower accident severity and partly due to insurer rate-class differences.
Premiums run on a no-claim grade system from grade 1 to 20. New drivers typically start at grade 6; every claim-free year moves you up one grade toward the maximum (roughly a 60+ percent discount). An at-fault accident drops you 3 grades (or 1 for minor claims) and also applies an "accident surcharge" pricing band for 1 to 6 years even after your grade recovers — one claim can raise premiums for several years, not just one. Many residents pay small repair costs out of pocket rather than file a claim, purely to protect their grade.
Comparing voluntary insurance quotes across providers is one of the few places where shopping around meaningfully changes your annual cost — [TODO_AFFILIATE_VERIFY: insurance comparison link].
Parking Costs: Tokyo vs Regional Japan
Parking varies most by location and is often the single largest line item for city dwellers. The national average for a rented monthly space (月極駐車場) is roughly ¥8,300, but that hides an enormous range: the Tokyo 23-ward average runs above ¥30,000, and central wards (Chiyoda, Chuo, Minato) run roughly ¥40,000–60,000 for a mechanical-lift space and ¥50,000–120,000 flat/ground-level. Even Tokyo's cheapest ward (Adachi) sits well above the national average. Outside major metros, ¥5,000–7,000 a month is common, and many detached rental houses (including village house-style rural properties) include parking in the rent free.
Factor parking into your overall cost of living picture, and if renting, check whether parking is bundled into your initial move-in costs or billed separately.
Fuel and Everyday Running Costs
Fuel depends on how much you drive: a kei car typically gets roughly 18–22 km per liter versus roughly 12–16 km per liter for a mid-size car. At a rough gasoline price of ¥160–175 per liter, driving a modest 8,000km a year lands somewhere in the ¥65,000–95,000 range annually. Budget another ¥20,000–40,000 a year for routine maintenance (oil, tires, wiper blades) outside the shaken cycle.
Letting Go: Selling, Scrapping, and the Automobile Tax Refund
Deregistering a regular passenger car (抹消登録) — scrapping or exporting it — triggers a prorated refund of the automobile tax for the months remaining in the fiscal year (April to March): annual tax ÷ 12 × remaining full months. A simple ownership transfer (移転登録) does not trigger a government refund; buyers and sellers sometimes prorate the sale price privately instead. Kei cars have no refund system either way, so timing makes no difference to a kei car's tax bill. Before handing a car to a scrap dealer, selling accessories individually — roof boxes, dashcams, winter tires — usually pays better than letting them go as a bundle.
Do You Even Need a Car? Car Sharing and the Urban Alternative
Given how much parking alone costs in central Tokyo and Osaka, many city residents skip ownership entirely and rely on trains plus occasional car sharing. Services like Times Car charge a small monthly base fee (usually offset by a monthly usage credit) plus per-15-minute or per-time-block rates, with packages such as roughly ¥4,290 for up to 6 hours. One published case study comparing a rural driver's actual mileage (about 476km a month) found personal ownership cost roughly ¥238,800 a year versus about ¥155,500 a year for equivalent car-share usage — and the gap widens further for lighter users. Rule of thumb: light, occasional drivers with good train access usually save with car sharing; daily drivers, rural residents, and those who need a car for work usually still come out ahead owning.
Frequently Asked Questions
How much does shaken cost in Japan?
Total shaken cost (legal fees plus mechanical work) typically runs ¥60,000–140,000 for a kei car and ¥100,000–150,000+ for a regular car every 2 years, depending on shop and repairs needed. Dealers are the most expensive option; independent shaken specialty shops and user shaken (self-submission) are the cheapest.
Is a kei car worth it for a foreign resident in Japan?
For most first-time owners, yes. Kei cars carry lower automobile tax (¥10,800 vs ¥25,000+), lower weight tax, and lower voluntary insurance, and are easier to park in tight urban and rural garages alike. The trade-off is less interior space and lower highway comfort, which matters more for long drives or a family of four-plus.
Do I need shako shomei for a kei car?
In most areas, kei cars only need a simpler parking notification (保管場所届出) rather than the full shako shomei certificate required for regular cars, at a smaller fee. Some designated urban areas do require full shako shomei even for kei cars, so check with your local police station if unsure.
What happens if I miss my shaken deadline?
Driving with an expired shaken certificate is illegal and can mean fines, license penalty points, and an effectively invalidated registration. If you will miss the deadline, arrange to have the car towed or transported rather than driven, and book a new appointment as soon as possible.
Can I get a refund on automobile tax if I sell my car?
Only if you deregister the vehicle (抹消登録), which gives a month-prorated refund for the remaining tax year. A straightforward ownership transfer (移転登録) does not trigger an automatic government refund; any adjustment must be negotiated privately with the buyer. Kei cars have no refund system either way.
Is voluntary insurance actually required in Japan?
No — only jibaiseki (自賠責) compulsory insurance is legally required. In practice, almost every owner carries voluntary insurance (任意保険) anyway, because jibaiseki's coverage limits are low and it does not cover property damage or your own vehicle at all.
Is it cheaper to use car sharing instead of owning a car in Japan?
For occasional drivers, usually yes. Once you add automobile tax, shaken, jibaiseki, voluntary insurance, and parking, ownership carries a high fixed cost regardless of mileage. If you would drive only a few times a month in a city with good train access, car sharing is very likely cheaper per year.
Does parking cost more in Tokyo than the rest of Japan?
Significantly more. The national average monthly parking rate is roughly ¥8,300, versus above ¥30,000 in Tokyo's 23 wards and ¥50,000–60,000+ in central wards. Rural and suburban parking is often ¥5,000–7,000 a month or bundled free into a house rental.
Owning a car in Japan is manageable and, outside the biggest cities, genuinely affordable — but the total cost only makes sense once you add automobile tax, shaken, jibaiseki, voluntary insurance, shako shomei, and parking together rather than looking at any single bill in isolation. Run the numbers for your actual prefecture and vehicle class before committing, and if you have strong train access, price out car sharing before assuming you need to own at all.
